With Blockchain we can build a safe electoral system, says Congressman from Peru

In the recent Peru Blockchain Conference, Peruvian congressman Jorge Zeballos spoke about his initiative approved by Congress to implement the digital vote through cryptoactive networks, in response to the difficulties faced by Peruvians residing abroad to exercise their right to suffrage. His speech was part of the event program, which had special cryptonotic coverage.

The legislator began highlighting the adoption of blockchain by high -ranking institutions globally. He mentioned that organizations such as the FDA (Food and Medicines Administration), the Department of Treasury and the United States National Security Department already use it to guarantee the safety and transparency of their processes.

He also mentioned that they have incorporated this technology organizations such as the Inter -American Development Bank (IDB), which finances projects for economic and social development in Latin America and the Caribbean, UNHCR, the UN Agency for Refugees, and the Pacific Alliance, a regional commercial integration bloc.

Zeballos explained that his interest was born by identifying the barriers faced by Peruvians abroad to vote. During the pandemic, many could not participate in electoral processes due to mobility restrictions or lack of regularized documentation.

The congressman highlighted the logistics and economic obstacles facing these voters, such as traveling long distances, paying for lodging or sacrificing working hours.

He reported the case of a compatriot who could not vote because that Sunday he worked in the United States to win tips. For Zeballos, This type of experience shows the urgency of modernizing the electoral system with more accessible tools.

Thus, the Peruvian official stressed the main aspects of his project for the digital vote based on cryptocurrency networks, developed together with another legislator representing the Peruvians in Spain.

In March 2025, the proposal was approved by a large majority in Congress, and It is expected to play a key role in the presidential elections of Peru in April 2026.

The initiative raises the implementation of a safe and optional vote system online, without replacing the face -to -face vote. Citizens may use their personal devices, authenticate through a digital certificate and complete the process through a platform with identity verification.

«We consider that this project offers high levels of security and prevents data manipulation, since it operates in real time. This modality will not replace the face -to -face vote: those who wish to vote in a traditional way may continue to do so. The new system will be used only by those who choose to participate. It will be a completely voluntary and progressive process, because we must look to the future of the country. “

Jorge Zeballos, congressman of Peru.

Among the benefits of the system, Zeballos highlighted transparency, real -time traceability and manipulation resistance. In addition, he emphasized that this tool seeks to expand citizen participation, not only of those who live abroad, but also of people with disabilities or with mobility difficulties.

“This project not only seeks to solve logistics problems, but also increase electoral participation, especially among Peruvians abroad and people with disabilities,” said the official. “We are working in coordination with the community and NGOs to train voters and ensure that the process is clear and accessible,” he added.

Zeballos indicated that The first electoral exercise with blockchain in Peru will be a pilot testlimited to those registered and meet the electoral requirements. Then, he hopes that government exploration to take advantage of innovations in technology to continue.

«We look to the future, not only at 2026. We want Peru to adopt avant -garde technologies, as countries like the United States have done, to modernize public management. The digital vote with Blockchain is a step towards a more inclusive and efficient democracy, backed by leading global institutions. ”The legislator culminated.
