Ukraine calls for a special court to try Russian war leaders – DW – 06/26/2025

Ukrainian President Volodimier Zelanski on Wednesday signed a compromise with the Council of Europe, to establish a special tribunal to prosecute people accused of Russia’s orchestrating.

Ukraine argues that the tribunal is immediately needed to hold Russia’s leadership responsible for starting a full -scale invasion in February 2022.

Zelancesi signed the agreement with COE General Secretary Ellen Berset, saying, “We need to show clear aggression and we should do it together, all over Europe,”

The tribunal is to be installed under the apex body of Aegis Europe

The construction of the tribunal comes when the ceasefire talks between the two countries have stopped, the Russian Presidential Putin, assuming that the time is in their favor.

“Every war criminal should know that there will be justice and including Russia,” Zelansky said.

COE hopes that the tribunal may start its work early next year.

Barset stated that the next step in the installation of the tribunal would be “there would be an extended agreement to help, support and manage the tribunal in a wide possible number of countries.”

Logistic details, including the location of the tribunal, still need to be resolved.

The International Criminal Court (ICC) has already issued arrest warrants for Putin and other Russian officials on charges of war crimes. However, it lacks the jurisdiction to prosecute them for the offense of aggression.

Kiev has long called for a dedicated tribunal, based on the Nurnberg trial, which will go beyond addressing alleged war crimes.

The COE stated that the Tribunal “Judicial Border” “fills the difference”.

Europe supports Ukraine’s bid to try Russian leaders

This will be the first special tribunal established by Strassburg-based coal, which promotes human rights, democracy and rule of law. Coe is not part of the European Union.

The European Foreign Minister supported the construction of the tribunal during a meeting in Western Ukraine on 9 May.

German Foreign Minister Johan Wadeful, who attended the meeting, said, “War, which violates international law, should not be allowed to live without results.”

“Those who are responsible for this, so the hero should be accountable by a legitimate court,” said.

On Wednesday, Zelancesi told the Parliamentary Assembly of the Council of Europe, “This Suri Russian war, including Putin, will take strong political and legal courage to judge criminal faces.”

Russia does not extradite its own citizens, so Putin will ever face tests.
