Some measures – such as restrictions – will unanimously require the support of the European Union. Others only require rubber stamps with a weighty majority of the European Union governments as trade restrictions.
However, even those measures will require at least support from the most populous states of the European Union – Germany, France, Italy, Spain and Poland.
July: Sick aid deal?
