Investigators alleged that Ocangate had “leveraged intimidation strategy … and the company’s favorable reputation had to avoid regulatory investigation.”
The report found, “By creating and exploiting and exploiting the strategic regulator confusion and oversite challenge, the Oceangate was finally able to operate the titanium of the established deep-C protocol.”
