Ukraine has imposed energy restrictions in some areas.
Ukraine says it is imposing restrictions on energy consumption in at least seven regions of the country following a series of recent Russian attacks on power facilities.
“Due to the complicated situation in the integrated energy system of Ukraine caused by previous Russian attacks, emergency power cuts were implemented in seven regions,” the Energy Ministry said on social media, listing regions primarily in the east and center of the country.
The affected areas in the morning are Kharkiv, Sumy, Poltava, Donetsk, Dnipropetrovsk, Zaporizhia and Kirovohrad regions. The Chernihiv region was also affected by hourly power outages.

EU foreign policy chief visits Kiev for aid talks
EU foreign policy chief Kaja Kallas arrived in Kiev on Monday for talks on financial and military aid to Ukraine, including a planned compensation loan based on frozen Russian assets.
Callas said Russia was “gambling with war.”
During a visit to Kiev he called on Europe to increase its defense capabilities, saying, “Every time a Russian drone or aircraft violates our airspace, there is a risk of escalating tensions, whether unintentionally or not. Russia is gambling on war.”
Callas wrote on X, “Ukrainians inspire the world with their courage. Their resilience demands all our support.” “I am in Kiev today to discuss financial and military assistance, Ukraine’s energy security, and holding Russia accountable for its war crimes.”
It is Kallas’ first visit to Ukraine since taking office in December, coming at the start of a difficult winter following widespread Russian attacks on Ukraine’s energy infrastructure.
As the cold increases, the country faces the threat of prolonged power cuts, heating failures and disruption of essential services. Ukraine has continued to rapidly repair and strengthen its air defenses with European support.
The European Commission is finalizing a proposal for a compensation loan to Ukraine financed by Russian assets seized under EU sanctions. The scale of the plan will be based on Ukraine’s financial needs over the next two years.
