President Vladimir Putin himself supervised these exercises. This testing took place at a time when the proposed summit meeting on Ukraine with US President Donald Trump was postponed and new sanctions were imposed on Moscow. In such a situation, Putin wants to give a direct message that he cannot be swayed by these tactics.

According to the Kremlin, this exercise covers all parts of Russia’s nuclear triad – i.e. land, sea and air attack capability. Under this, the ‘Yars’ ICBM was launched from the Plesetsk Launch Center in north-west Russia, while the ‘Sineva’ ICBM was fired from a nuclear submarine in the Barents Sea. Along with this, Tu-95 strategic bombers also practiced with long-range cruise missiles. Russian Army General Staff Chief General Valery Gerasimov informed Putin via video link that the purpose of these exercises was to practice the procedure for granting permission for the use of nuclear weapons. During the exercise, Putin was sitting alone at the table and Defense Ministers Andrei Belousov and Gerasimov were visible on the large monitor in front of him.
Although Russia regularly conducts such exercises, the timing of this time is considered important.
