US senators call Ukraine peace proposal a Russian ‘wish list’
A group of US senators said Secretary of State Marco Rubio told them that the proposed peace plan for Ukraine is a Russian “wish list”, not an official Washington plan.
Speaking at the Halifax International Security Forum in Canada, a group of lawmakers from both the Republican and Democratic parties described the 28-point resolution as a reward for Russian aggression.
The senators said Rubio clarified that the US was merely the recipient of the resolution, which was submitted to a US mediator.

“This is a Russian proposal,” said Democratic Senator Jeanne Shaheen. “There is a lot in that plan that is completely unacceptable.”
Republican Senator Mike Rounds said the Trump administration “is not responsible for the current nature of this release.” Rounds said officials “want to use this as a starting point.”
According to reports, the proposal, drafted without Ukraine’s input, would force Kiev to surrender large swaths of territory, limit the size of its armed forces and bar it from joining NATO.
Independent senator Angus King compared the plan to the failed appeasement of Hitler in 1938.
However, the State Department insisted Saturday that “the plan was authorized by the United States.”
On Friday, Trump said Ukrainian President Volodymyr Zelensky had until Thursday to approve the plan.
“They have to like it, and if they don’t like it, you know, they should just keep fighting, I think,” Trump said. “At some point he’s going to have to admit something he hasn’t admitted.”
In an address, Zelensky did not reject the plan entirely, but stressed fair dealings while pledging to “work peacefully” with Washington and other partners in what he called “really one of the most difficult moments in our history.”
On Saturday, Trump said that this proposal is not his final offer.
