As talks continue in Florida, delegations are discussing parts of plans that were put forward earlier.
One of those plans is a 28-point plan proposed by US President Donald Trump’s team, which, among other things, controversially included areas annexed by Ukraine such as Crimea and the eastern regions of Donetsk and Luhansk (Donbass), even those parts that are still under Ukrainian control.
Meanwhile, some areas of Donetsk were planned to become a demilitarized buffer zone under Russian control.
The plan would also have included freezing the advance in the southern regions of Kherson and Zaporizhia, effectively leaving Russia in control of the occupied territories for some time.
Ukraine would be banned from joining NATO and the alliance would agree never to annex Ukraine, while Kiev’s armed forces would be limited to a maximum of 600,000 personnel.
In exchange for these concessions, Ukraine and its allies would receive “security guarantees”, although no details were given as to what these guarantees would include.
The plan also included an economic reconstruction plan: some of the frozen Russian assets would be used to rebuild Ukraine. Russia could be gradually reintegrated into the global economy, which could potentially include sanctions relief, economic cooperation, and a return to forums such as the G8.
Kiev and its European allies criticized the plan as being too beholden to Russian demands.
