An international claims commission will be launched at a conference of European leaders in The Hague to seek reparations for the hundreds of billions of dollars in damages caused to Ukraine by Russia’s aggression and alleged war crimes.
Ukrainian President Volodymyr Zelensky also plans to attend.
The meeting came a day after European officials proposed a Europe-led multinational force with US support to implement the Ukraine peace deal.
