The European Union, Germany, several members of the United Nations and Secretary-General Antonio Guterres on Tuesday rebuked Russia for Sunday’s bombing of the Ukrainian capital Kiev and Moscow’s call for foreign diplomats to leave the city for their own safety.
Sunday’s attack was one of the major bombings of Kiev in a four-year Russian invasion. And on Monday, the Kremlin announced it planned more attacks that would “systematically” target defense companies and other military targets in the city.

UN’s Guterres ‘deeply concerned’ by Russian threat as global conflict escalates
UN Secretary-General Antonio Guterres also criticized Russia at the opening of a special General Assembly session in New York on growing global conflicts chaired by Chinese Foreign Minister Wang Yi.
Guterres said violence was increasing “in scale and complexity, across the Middle East, Sudan, Ukraine and beyond”, as the world faced the largest number of simultaneous conflicts since the founding of the United Nations.
“I must add that I am deeply concerned by the Russian Federation’s recent announcement to launch sustained and systemic attacks against Ukrainian defense enterprises as well as decision-making centers and command posts in Kiev,” Guterres said.
They noted Russia’s stated rationale for the attacks, an attack on a college building and dormitory in the occupied Ukrainian city of Starobilsk in the Luhansk region. According to Ukraine’s General Staff, the attack targeted a Russian military drone unit. The bombing also comes amid Russia stepping up long-range drone attacks on targets such as oil refineries inside.
“Now more than ever, it is urgent to prevent the escalation of any conflict, which has already had a devastating impact on civilians, and threatens to push the pursuit of peace even further apart, increasing people’s suffering,” Guterres said.
At the same session in New York on Tuesday, Ukrainian Ambassador to the United Nations Andriy Melnyk read a joint statement from 50 countries condemning Russia’s attacks on Kiev.
“We also condemn Russia’s recent threats against diplomatic institutions and embassies in Kyiv. This is something we cannot accept,” the statement said.
European and NATO countries, Japan, South Korea and other countries signed the document.
Russia’s UN Ambassador Vasily Nebenzya complained that the country’s Deputy Foreign Minister Alexander Alimov has not been granted a visa to travel to the US and address the meeting. He said it was a violation of UN hosting standards and an insult to China’s tenure as rotating president of the General Assembly.
Nebenzya argued that Western countries, more than Russia, were displaying “contempt” for the UN Charter.
He said, “Driven by a desire to maintain their dominant position in the world, Western elites have abandoned any remaining concerns about the use of brute force to advance their political and economic interests.”
