Some 50 heads of state and goverment gather in the French city of Nice from Sunday to confront what the United Nations has been described as a global “Emergency” in the oceans, hoping to find unity on from such as plastic pollution, exploitative fishing and deep-seas mining to Halt the Decline of Marine.
